Refund Policy

BLS International Refund Policy

This policy (“Refund Policy” or “Policy”) applies only to Services fees and Value-Added Services Fees collected by Consular Outsourcing BLS Services Inc also referred to as BLS International or BLS in this document. This Policy does not apply to visa fees and legalization fees which are paid for the visa of the country for which the Applicant wishes to apply. Visa fees and legalization fees are subject to the discretion of the respective visa issuing government.

It is important that Applicants read this Refund Policy carefully. Applicants should familiarize themselves with the terms of this Refund Policy, prior to purchasing any services from BLS International. By using the services offered by BLS an Applicant has read, understood, and agreed to BLS International’s Refund Policy.

Definitions

“Applicant” means any person applying for a visa or any person requesting and/or purchasing the Services and or Value-Added Services.

“Application” means an application form duly completed and submitted to BLS International by the Applicant or their authorized representative for the provision of Services and or Value-Added Services.

“Government/Mission” means the relevant government issuing a visa.

"Issuer" means the bank or entity who has issued the Applicant’s credit or debit card.

"Refund Eligibility Criteria" means the criteria stated herein section.

"Refund Request Form" means the BLS International’s form with requested information and supporting documents to request a refund which may be completed and submitted online.

"Chargeback" means where a customer or You (as applicable) using the online payment portal makes a complaint to his/her card issuer bank that a transaction is disputed and/or fraudulent.

"Service Fees” means the fees payable by the Applicant for the Services purchased in accordance with the Services Terms and Conditions.

"Services” means visa processing services, which are offered by BLS International.

"Us" means BLS International or any party acting on Our implicit instructions (with "Our" being construed accordingly).

"You" includes the person requesting and/or purchasing the Services or any party acting on such person's instructions (and "Your" shall be construed accordingly)

"Transaction Charges or convenience fee" means any fees levied by a bank or financial institution or entity for processing a valid refund request to the Applicant which may vary from case to case. This will not be refundable under any circumstances.

“Value Added Services” means the all the optional value-added services or additional services, or premium services purchased by an Applicant which are offered on BLS International’s website

“Value Added Services Fee” means the fees payable by the Applicant for Value Added Services purchased in accordance with BLS International’s Website Terms and Conditions

BLS International” means BLS International or any of its subsidiaries, associate or affiliate or group companies including Consular Outsourcing BLS Services Inc, which is it’s US entity

“Visa Fees” means the fees charged by the relevant government for issuing a visa to an Applicant

"Website" means the BLS International website

"Website Terms and Conditions" means the terms and conditions applicable to and posted on BLS International’s Website.

General Refund Conditions

  • The applicants are responsible for visiting the BLS International website to access the Refund Policy.This Refund Policy is subject to change by Us and in the event of any amendments, We shall make a suitable announcement on the Website. The changes will apply after We have given notice. If You do not wish to accept the revised policy, You should not continue to use the Services. If You continue to use the Services after the date on which the change comes into effect, your use of the Services indicates your agreement to be bound by the new Refund Policy.
  • The Service Fee and or Value-Added Services Fees may be refundable subject to the terms herein and provided that the Applicant has paid for the Services and or Value-Added Services. The Applicant may request a Refund only in accordance with the Refund Eligibility Criteria.
  • The Refund Policy shall be governed by the applicable local laws in the country where the Services are being provided to the Applicant.
  • Refunds of Service Fees and Value-Added Services Fees will only be considered where the Applicant complies with the Refund Eligibility Criteria. If the Applicant fails to meet any of the Refund Eligibility Criteria, BLS International shall have the right in its sole discretion to decline the request for a Refund.
  • It is essential that the card details must coincide with the applicant (and/or direct family member) and that the card must be shown when submitting the application at BLS

  • BLS International may process the Applicant’s Refund Request as soon as reasonably practicable. Response times may vary depending on the mode of payment and reasons for a refund request for the Service Fees or Value-Added Services Fee. BLS International may notify the Applicant of the outcome of the request in accordance with the timelines set out in the Refund Processing Timelines.
  • By completing and submitting the Refund Request Form, the payment of a refund of the Service Fees is not guaranteed. The refund may be approved or rejected by BLS International in its discretion.
  • Any Transaction Charges or loss due to exchange rate fluctuation or bank charges or administrative fees which may be levied for processing a refund of Service Fees or Value-Added Services Fees shall be borne solely by the Applicant and shall be deducted by BLS International from the amount to be refunded.

Refund Eligibility Criteria

If an appointment is canceled there will be no refund and the applicant can make a new appointment after 2 business days, in case of No shows the appointment will be automatically canceled, and the applicant can make a new booking after 2 business days, and new fees will need to be paid. All requests for Refunds shall only be accepted and considered if a Refund Request Form and payment confirmation receipt is submitted online by an Applicant within 30 days from the date of the cancellation of the Applicant’s appointment for a visa. Refunds shall be subject to the terms herein including BLS International’s data retention obligations to the respective Government.

If the Applicant has been charged more than once for the same services or the Applicant has paid a sum in excess and the Applicant can provide proof of such excess charge, the Applicant may be entitled to claim a refund on the terms herein.

Requests for refunds or cancellation of a Service shall not be accepted, and no refunds shall be given where:

  • the Applicant has partially used the Service by registering on the website
  • the Applicant has missed their appointment on the scheduled date and is not entitled to an alternative appointment on the same application.
  • the Applicant is delayed for their appointment and there is no alternative time available on the same day.
  • the Applicant’s application cannot be accepted on the appointment day due to an incomplete application or missing documents or a submission for an incorrect visa category and the Applicant is not entitled to an alternative appointment.
  • the Applicant decides not to proceed with their application for any reason not limited to making a mistake on the application form or changing their mid to travel after the application has been processed.
  • the Applicant does not cancel their appointment within the time periods stated herein.
  • the Applicant is unable to proceed with the appointment as the Applicant has selected the Visa Application Centre location incorrectly
  • Granting of Visa is a sovereign right of the nation and BLS International is a mere facilitator in coordinating between the Mission and the Applicant. It has No decision-making rights or control in grant / denial / delay of Visa. Hence, No Refunds will be granted by BLS International under the following circumstances:
  • Rejection of Visa by the respective Mission.
  • Request for Reapplication of Visa by the respective Mission
  • Delay in processing the Visa application by Mission’ timelines for which are governed by the mission
  • Non-receipt of Visa on or before the travel date.
  • Loss to Employer / Self due to delay in receipt of Business / Work / Conference / Employment Visa due to non-attendance.
  • Loss due to deportation and repatriation for any reason by the governing body.
  • Delay in delivery of Passport/Visa by courier company.
  • Loss or Damage of passport/Visa in transit by shipping company.
  • Lesser duration or no of entries visa granted by the Mission as compared to the requested entry / duration.
  • Change in Consular fee by the Mission.
  • Liberalization of Consular policies like No Visa Required.
  • Loss to Self / Family / Companion, in case dependent visa gets delayed / rejected by the respective Mission.
  • Air tickets, Hotel booking and other related cancellation due to delay or rejection of Visa / loss of Passport during transit.
  • All expenses related to travel to Bls International to collect Visa including but not limited to local / Interstate travel expenses, purchase of Food / Beverages, hotel accommodation, boarding/ lodging expenses.
  • Opportunity loss for time spent on Visa application.

Chargebacks

Should you cancel your application after completing it online but before it is submitted to us for processing for any reason, the service charge of BLS International will not be refunded. We request You to contact Us using our online feedback form or via the email in your contacts us page to see if we can offer you an appointment or to resolve any problem or issue related to your application and payment, before You make any Chargeback request to your bank.

Refund Processing Timeline:

A Refund of Service Fees or Value-Added Services Fee may be processed within seven (7) to ten (10) business days from the date of notifying the Applicant of the refund decision.

Receiving Your Refund

Refunds will be processed using the same mode of payment made for the Services or Value-Added Services. For example, if payment was made with a credit or debit card, the refund will also be made to the same credit or debit card.

If BLS is unable to process a refund by the same mode by which payment was made, then BLS International shall notify the Applicant of the alternate mode of payment for processing such Refund.
